Yes, Siri Remote is able to control most, if not all, TV's and reciever's volume straight from the box. If volume control doesn't automatically work, you can always program it manually. On your Apple TV (4th generation) go to Settings > Remotes and Devices > Volume Control. Select Learn New Device. Follow the onscreen steps to program your Siri Remote or Apple TV Remote to control volume for your television or receiver. Normally the volume control works via the IR blaster from the remote and your TV, but some use HDMI-CEC instead. With HDMI-CEC, you don't need a direct clear path between the remote and the front of your receiver. If some functions don't work, make sure you have HDMI-CEC enabled on your TV or receiver. The setting will normally end in "Link" or "Sync".
