No monthly fee, just buy the base station. It will provide you with a Wi-Fi network to which your PS3 can connect. If your connection has always been bad, it's hard to know what the problem is and whether or not you will see improvement. But if it was once good, and has become bad, then yes, you'll get a better connection.

In addition to the previous answer. A poor signal can be a symptom of a poorly position wireless access point, too many wireless nodes on a wireless access point and interference from other devices such as cordless phones, microwaves and other wireless access points, etc.
-Walls can make a signal drop if they are too thick, so position your access point with this in mind.
-More wireless nodes on a wireless access point can decrease the range of access.
-If the access point is getting interference ie, 1 or 2 nodes cannot connect, try changing the wireless channel to something else and remember that Auto on many access point actually means it's on channel 1.
At home I use an Airport Extreme, it connects wirelessly to my Xbox and Wii. My PS3 also works with my Airport Extreme, but I find that connecting a cable instead gives me piece of mind that the connection will be lost.

There is no extra fee. And you could connect the ps3 you just need to have a security code. WPA/WPA2 personal connection or it will not let you. Everything you need for the ps3 is in the box that the airport comes in. It does speed up the Internet way more than netgear or Linksys. And it does give off wifi. You could plug in everything wifi. Xbox 360, PS3, Wii, DSi (regular DS or DS lights needs no protection or it won't work) all sorts of tablets, everything iPod related, wireless printers (needs the cd for it), any laptop, or desk top with wifi pice. If you have the cheap Internet you could be on 3 of the things I have mentioned without it going slower (ps I have a ok Internet serves not the really cheep one)
