Can I keep my Verizon unlimited data plan if I upgrade to an iPhone 4S

Yes, but you would have to pay full retail pricing for the iPhone if you'd like to stay grandfathered in to your new phone. If you have unlimited data and would like to upgrade at the subsidized cost, you will have to change your plan. You can keep 2GB for $30/month and not switch to the Share Everything if you'd like OR you can switch to the Share Everything plan and have unlimited talk/text and choose how much data the phones on the account will share per month.
The workaround for this is if someone were to sell you their pre-owned iPhone 4S so you could bring it into the Verizon store and have them activate it for you WITH your grandfathered unlimited data plan.

I just tried and here is what the screen said on the apple store:
Data will allow you to access the internet, surf the Web, and check email. Mobile Hotspot allows your iPhone to act as portable hotspot for up to 5 Wi-Fi enabled computers or other devices — including iPad and iPod touch — enabling them to access the Internet.
If you want to keep your current Verizon Unlimited data plan, you'll need to purchase a full-priced iPhone at an Apple Retail Store. If you want to use your iPhone upgrade eligibility option, you'll need to select a different data plan on this page.
