can i connect mac mini to a dell monitor?
I really want to buy a mac with out spending over $1000 but im not sure if you can connect it to any computer screen.

Yes! The non-server mac mini comes with an HDMI to DVI adapter so you can plug it into a third-party moniter. If you don't want to/can't use DVI, you can buy a Mini DisplayPort to VGA adapter fot $29. This will plug into the Thunderbolt port on the back of the Mac Mini (Thunderbolt is the same plug shape/ display technology as mini DisplayPort) and allow you to plug your Mac Mini into a VGA moniter.

Yes but for more utility and better prices overall I would get a good TV monitor, hook it in from your display port/HDMI cable to the TV..tweak the settings and you will have a beautiful, relatively inexpensive monitor with a VAST array of screen size choices..and it can repurpose to a TV set if/when needed.
