What format does Macbook uses, EXT3 or NTFS?
I am planning to buy Macbook to use it as travelling laptop, I am a heavy user on Windows and all my external hard drive are formated as NTFS, can the Macbook read the hard drive when I plug in?

Any Intel-based Mac can run Windows instead of OS X natively, so yes, you can use your Mac like that. The file system on the Mac is HFS+ by the way. And yes, the Mac can deal with NTFS from within OS X as well.
There are also software utilities available that make running other OS file systems possible and quite usable in real world applications.
I hope this helps.
