If I have iCloud, can I play my music, pictures &movies directly from ICloud or does it always have to download to my iPad?

To get music from iCloud, you need to buy an iTunes match subscription which is only £21.99 ($24.99) a year. This is not a streaming service, but rather all your songs are stored in iCloud, and when you play a song it is downloaded to your device. For true streaming, try Spotify or services akin to that.
For pictures, you can stream photographs using "Photo Stream". However, for better organisation, you'd better sync your iPad with your computer if you wish to sync albums etc.
Movies, at the moment, movies cannot be synced or matched with iTunes match. You can, however, re-download purchased movies from iTunes at any time.
I'd really love to see true syncing of all media with iCloud, which could well come at any time — iCloud is, of course, still very young.

All purchases made thru the store will be available to all of your devices at any time to be Downloaded. These items will download to your device when you select them on the device. With iTunes Match your music will be available on your devices almost immediately via streaming and you will not need to download the tracks to your device.

You cannot stream from iCloud to any device like the iPad or iPhone without it downloading the files.

Say you have an Apple TV for example, the air-play feature I think is integrated into the Apple TV with iCloud included. This is the same with the other apple devices. If you have something on iPad the cloud will push all the information onto your other devices and vice-versa. I don't ever think you need to manually download the information to the iPad. iCloud is able to push it onto the iPad if its from Apple TV or MacBook.

You cannot work or use items stored in iCloud until they get onto a device. iCloud's function is to push movies, pictures and music to all your devices automatically, so it's already on your device before you need to ask for it.
