Can you purchase an ipad mini with just wi-fi and later decide to add cellular, or is it a built-in capability?

    It is a built in capability. If you get the wifi model you will NOT be able to add cellular to it later on. If you think that a cellular capable version might come in handy for you it'd be best to buy the cellular version now. You can always turn off the cell data portion just as you can always add data at any time.
