Does the iPad recognize that a camera has been attached and thus enable live video for video conferencing either via ichat, Skype, msn or yahoo?

No. Applications are not allowed to use the camera connection kit. Furthermore, iChat, MSN, and Yahoo! are not available on iPad. The Skype application has zero support for outgoing video. It can however receive a video signal while "skyping" with a computer that has a webcam.
