Will this adapter finally allow for USB flash drive or external HDD use?
Now that this new adapter is powered and works with other peripherals, will the use of USB flash drives and external HDDs now be possible? Is it still a security and/or file system issue keeping those items from being compatible?

Yes, I've done it with my iPad Pro. You will need a recent version of the operating system and probably you will need to use a powered USB hub to be able to power your devices. I tried it that way and it worked well.

Just make sure the power source you use is powerful enough. Such as 5V 2.4A.

On an iPad Air 3: Flash drives mount only if the adapter is powered from a USB power source using a Lighting cable; Portable hard drives and SSD drives will only mount if the drive is separately powered from a dedicated power adapter or powered USB hub (the Lightning cable does not supply sufficient power).
