Will this work if I plug this into a 2019 mac mini, which is currently using a Razer Core X EGPU for Premiere?

Yes, but the display will be powered by the integrated Intel graphics of the CPU if it is connected to the Mac Mini. The Mac Mini will be able to use the eGPU to accelerate certain tasks even if the eGPU doesn't have a display connected.
Search for reviews of eGPUs used with Premiere on the Mac to decide if it's worth it. Look at the egpu.io forums for more information.
Only the BlackMagic eGPU currently supports connecting a Thunderbolt display directly to the eGPU. I would recommend choosing a 5K display that does not require Thunderbolt so that you can connect it to your eGPU.
There is a way to connect a Thunderbolt display to your eGPU but it's expensive and some of the functions of the display won't work (audio, USB, camera, brightness control). You can find information about that also at the egpu.io forums.
