TLDR: Yes, it charges twice as fast.

According to CNet's article on the iPad Pro 12.9" (gen 1) charging speed, the 12W adapter took 5 hours for a 100% charge. The 29W Apple charger + Apple USB-C to Lightning Adaptor took just 2.5 hours. Additionally, there is an initial sort of 'burst' charge common to most fast-charge devices where that first 50% comes in just under 60 minutes of charging.

This is the new 30 watt charger which replaces the 29 Watt charge, but should perform similarly to the 29 watt with Apple products. My speculation is that Apple changed to 30 watts because it's more widely compatible with battery packs and other USB-C devices.
