Using the new late-2016 13" MacBook Pro can this TB3 to TB2 adapter be used to power the Dell 27" 5K monitor at 60Hz over one cable?

If you are referring to the UP2715K, then the answer is no. It is not Thunderbolt or USB-C display.
You need to use two USB-C to DisplayPort cables if you want to use that monitor at 5K. I don't know if the monitor is compatible with the 2016 MacBookPro at 5K though. It depends on Apple's graphics drivers.
5K has been known to work on Nvidia graphics in desktops using Nvidia's web drivers but it might not work from boot, it might cause a kernel panic, or it might require powering off and on the monitor. None of the 2016 MacBookPros use Nvidia graphics though.
5K might work with Intel graphics but I haven't tried it recently (I have Intel HD Graphics 530). The 13" 2016 MacBookPro uses Intel Iris Graphics 540 or 550. The 15" 2016 MacBookPro uses Intel HD Graphics 530, but I believe it uses Radeon 450 or Radeon 455 when an external display is connected.
I don't have any knowledge of 5K working on Radeon graphics. There is an Apple support article "Using 4K displays, 5K displays, and Ultra HD TVs with your Mac" which mentions 5K support but not for the 2016 MacBookPro. It lists the Mac Pro (Late 2013) which uses AMD FirePro D300 or D500 and the iMac (Retina 5K, 27-inch, Late 2014) which uses AMD Radeon R9 M290X. The support article might have also listed support for MacBook Pro (Retina, 15-inch, Mid 2015) with AMD Radeon R9 M370X in the past, but now that is only listed in the MST section. The Dual-Cable Displays list is confusing, since in the iMac case, "later" appears to refer to newer iMacs, but in the MacPro case, "later" refer to newer OS versions since Apple hasn't updated the MacPro.
In any case, the monitor will work at 4K using a USB-C to miniDisplayPort cable.
