Nothing really they are both vague terms used.
Portable tend to be slightly larger whereas the mobile ones tend to be thinner and lighter. I have both LaCie rugged portable SSD and this limited edition mobile SSD - I would say that if you need something robust or you are not someone who is very careful with their kit, then the rugged portable drives are better, but if you want something sleek and you are only using in an office environment and not in the field like a journalist or something, then the mobile is great because it is tiny and compact and will fit in slim pocket, it will just not fair that well if dropped as it has no protection.
