If you leave your iPad pro's blue tooth on and do not use or move your Apple Pencil for a while it will "go to sleep", once you pick your Apple Pencil up or bump it, it will wake up and reconnnect. However if you turn off your iPad pro's blue tooth when your Pencil was still awake and connected, it seems you have to reinsert your Apple Pencil into your lightning port to reconnect it.
