What is the maximum current you can draw when using adapters to convert to micro USB?
I need to buy a new micro USB charger rated at 3A. I use USB power for a number of gadgets including an HP Chromebook 11 that requires 3A 5.25V delivered via a micro USB port. What I'd like to do is get a new gen USB-C power adapter, use a USB-C to female USB-A adapter then use a regular USB-A to micro USB. Will my devices be able to pull 3A at 5.25V through this setup?

No. The Apple 29W USB-C Power Adapter outputs 14.5V @ 2.0A or 5.2V @ 2.0A. It is therefore unsuitable for charging 5.25V @ 3A. There is no such thing as a USB-C to USB-A adapter, they are two different technologies. USB-C is only for devices with a USB-C or Lightning port built-in. For your HP Chromebook you just need a standard USB charger of at least 3A and a compatible USB-A to Micro-USB charging cable that can handle 3A.
