  • Because there currently is no mechanism for moving the cursor around the screen like there is on a Mac (or PC, for that matter). On an iPad, you tap where you want something to happen, and if you drag, it is usually to drag an object to another location (although you can drag through a selection of text using the provided handles — and there are other examples).

    The iOS evolved differently from the PC. The point is that you don't need a mouse to get around.
