OS 10.6.4 can be updated to OS 10.6.8 simply by going to "Software Update..." under the Apple menu.
(You may have to run software update more than once so all updates are done.)
Once you are running OS 10.6.8, you will have the App Store app. If your Mac is compatible with OS 10.11, you can download and install OS 10.11 (El Capitan) free of charge through the App Store app.
If instead your Mac is only compatible with either OS 10.7 (Lion) or OS 10.8 (Mountain Lion), you can purchase a redemption code for either one from the online Apple Store. The redemption code will give you instructions to download and install OS 10.7 or OS 10.8 through the App Store app.
