When using this cable, will my AirPort Express recognize my external USB drive as a network drive?
I know that the AirPort Express is not designed to work that way, but thoretically it should still recognize a network drive.

It should. Apple uses Bonjour to share access to the USB drive. You could also direct connect the USB drive to your Mac and share access to it to others on the network. You may need a USB hub if you are short on ports.
