Is the TB3 interface based on new generation TITAN RIDGE chip.? If yes, which are the current mac computers an OS support this eGPU?

Yes, it uses Titan Ridge. You can tell by looking at the PCI Device ID of the USB 3.1 Bus of the eGPU in System Information.app. Look up the PCI Device ID 0x15ec in the pci ids database website. The ioreg command line or IORegistryExplorer.app from Apple developer tools will also show the devices.
It is not documented if this eGPU supports DisplayPort 1.4 (a new feature of Titan Ridge). If it does, it is not documented if macOS will allow it.
Thunderbolt is both forwards and backwards compatible with other Thunderbolt versions. Titan Ridge is no different in this regard.
The Blackmagic eGPU is supported on any Mac with a Thunderbolt 3 port running macOS 10.13.6. The eGPU.io website has an unsupported workaround for Thunderbolt 1 and Thunderbolt 2 Macs.
