How do I get OSX Mountain Lion I do not have Snow leopard or ICloud. What do I do to get these on my MacBook pro, Ipad and Iphone?

You cannot install Mountain Lion without having Snow Leopard installed. This is because Mountain Lion is downloaded and installed from the Mac App store which is only present from Snow Leopard onwards.
Assuming you have Leopard or Tiger installed you would need to purchase Snow Leopard on a disc and install it on your Macbook Pro, then update to the latest version of Snow Leopard (10.6.8) then download Mountain Lion from the Mac App store and install it.
Mountain Lion is an operation system only for Mac computers, the iPad and iPhone both use the iOS operating system, the current version of which is iOS 5. Once you have Mountain Lion on your Mac and iOS 5 on your iPhone & iPad you will be able to use iCloud.
