You can upgrade to OS 10.6.3, and then do software update to OS 10.6.8.
With OS 10.6.8 you will have the App Store app installed, which allows you to install later versions of OSX depending on your Mac's ID.
You can get your Mac's ID from Apple Menu --> About This Mac --> More Info --> System Report --> Hardware Overview --> Model Identifier. (ID is in format of MacPro#,#).
If your Mac Pro is MacPro1,1 (mid 2006) then officially you can upgrade to OS 10.7 (Lion). And, unofficially, you can upgrade to OS 10.11 (El Capitan) with an upgrade to a supported graphics card and EFI64 emulation. (A redemption code for OS 10.7 can be purchased through the online Apple Store. The redemption code is then used through the App Store app to download and install OS 10.7).
If your Mac Pro is MacPro2,1 (2007?) I don't have information.
If your Mac Pro is MacPro3,1 (early 2008) then officially you can upgrade direct to OS 10.11 (El Capitan) from OS 10.6.8. OS 10.11 is free, direct through the App Store app. (Note: when Sierra OS 10.12 is released shortly, OS 10.11 may no longer be available, as was the case with OS 10.9 and OS 10.10 when OS 10.11 was released.)
