I have a Mac OS X 2 GHz Intel Core 2 Duo, Memory 1 GB 667 MHz DDR2 SDRAM, can I upgrade to Snow Leopard and then Lion?

Yes to Snow Leopard.
But for Lion you will need to increase your memory to at least 2gb.
Once Snow Leopard is installed and updated to OS 10.6.8, and you have at least 2GB of memory, then you can upgrade to Lion.
You don't say which Mac OS X you are currently running. If it is 10.6, then you already have Snow Leopard. (Lion is 10.7).
