OS 10.9 (Mavericks) and OS 10.10 (Yosemite) are no longer available. Apple discontinued because any Mac that could run OS 10.9 or OS 10.10 can also run OS 10.11 (El Capitan).
I believe the OS requirement for Cubase 7 on Mac can be either OS 10.7 or OS 10.8 (you may need to confirm). Both of those operating systems are still available. Go to the online Apple Store, purchase a redemption code for either OS 10.7 or OS 10.8, then go to the App Store app to redeem the code to download and install.
Before doing so, you may wish to make sure your Mac will support OS 10.7 or OS 10.8. Downgrading and installing can be an issue. For example, I purchased a refurbished 2011 iMac from Apple in 2013. The refurbished iMac from Apple came with OS 10.8. The iMac would not let me install OS 10.6. (But I could run OS 10.6 if I had an external drive with OS 10.6 already on it, or I did installation of OS 10.6 to a small partition on another Mac, made a disk image of that partition with Disk Utility and then RESTORED the image with Disk Utility to a partition on the internal hard drive of the refurbished iMac. I need OS 10.6 to run my scanner. My Mac is now multi-boot - I can start up from OS 10.6 whenever I need to scan, otherwise I use OS 10.8 the rest of the time.)
