No. A display on the receiving end of this adapter must be compatible with some version of Thunderbolt.

Apple Knowledge Base article HT207266 says no.
This is a Thunderbolt 3 to Thunderbolt 2 adapter.
The Thunderbolt 3 side is not for USB-C devices.
The Thunderbolt 2 side is not for DisplayPort devices.

It will not. Apple has a support document entitled "About the compatibility of the Apple Thunderbolt 3 (USB-C) to Thunderbolt 2 Adapter" detailing it (I'm not allowed to post the link here).

That does not appear to be possible. Check apple support document HT207266 "About the compatibility of the Apple Thunderbolt 3 (USB-C) to Thunderbolt 2 Adapter". It indicates that any non-thunderbolt Mini DisplayPort devices will not work.

you will not be able to use an apple cinema display with the 2016 macbook pro if your current display connects via a mini display port connector - even with a Thunderbolt 3 (USB-C) to Thunderbolt 2 Adapter. you need at minimum a thunderbolt display, which was introduced later than the one you currently own.
apple's support page states:
"Note that although it uses a Mini DisplayPort connector, the Thunderbolt 3 (USB-C) to Thunderbolt 2 Adapter doesn't support connections to Mini DisplayPort displays. Also, this adapter supports only one powered Thunderbolt 2 device on a USB-C equipped Mac."
