If you only deleted the partition with the OS on it, you can recover using the recovery partition.

If you did actually completely reformat the entire drive, then need to use another Mac to download the OSX installer through the App Store App. Create an external install device and install that way. For instructions do internet searches for "How to Create a Bootable Install Drive for macOS High Sierra" and "How to Download a Full macOS High Sierra Installer App".

If your machine had Sierra when new, it should have a protected recovery booter, accessible by holding Command + R on startup. If that doesn't work, it will automatically try to get the newest macOS install image from the internet. You can also hold Shift + Option + Command + R to force internet recovery.
