If i open a pdf file on the iPad pro can i then draw on it "on screen" and save a final image/pdf with a new name showing my comments?

Can I use an Apple pencil to convert writing to text for use in Pages?
I have just bought a 10.5" iPad and want to know if it is worth buying a pencil. Not being an artist I want to write on the iPad and have that converted into text for use in Pages.

Pardon my ignorance, but does the Apple Pencil work similar to a mouse?
I work online as a day trader. I use last years MacBook for all my needs. For travel, I am interested in the new iPad and pencil.

There are calculations and lines I draw with the mouse on 3rd party broker apps. Am I able to perform the same, but improved drawings, with the pencil on these apps?
