Can I play music from my iTunes library on a HomePod without an Apple Music subscription?

Not with voice commands. However, If both devices are on the same network, HomePod will be available as an Airplay speaker, which you can play any audio source from your Mac.
If you want to play your library on a HomePod on a separate network (say at work) then you will need an Apple Music subscription to keep your cloud library in sync with your local library.
