It won't come preinstalled on the iPad, but Apple's own productivity tools suite is available for free download and usage with any iPad! Namely Pages (equivalent to Word), Numbers (equivalent to Excel) and Keynote (equivalent to PowerPoint). All you have to do is install them from App Store! On a MacBook, they come preinstalled. There isn't a free equivalent to other Office suite of tools, like Visio or Project though, you have to buy them from Microsoft.

  • Yes..
The best possible way is to subscribe for office 365, which then you can use on all your devices and it will remain in sync too.
The only part is that it is a recurring subscription, to be renewed either monthly or yearly as you may like. Microsoft does not give us the option of buying it only once.
On Mac you can have office 2016 or other purchased once but on the rest of the iOS devices you have to go for the subscription.

Even with out subscription one can use office 365 but then it is read only and with limited resources, whcih does not go well with the daily needs of the office applicabilities.
