Both devices provide a bidirectional audio interface that supports analog microphones and headphones, in a similar fashion to the 3.5mm headset jack on older iPhones and iPads. However, my experience is that these audio adapters do not seem to work well with Apple wired earpods. The Lightning to Audio adapter is for devices that have the Apple Lightning port and the USB-C to Audio adapter is for those devices that have USB-C ports (like the newer iPad Pro models and MacBook Pro models)

The lightning port is an apple proprietary port while the usb-c port is under fair use and can be added to non-apple devices without paying a royalty. To answer you question, all modern iphones since the iphone 5 (including the iphone XS Max) use the lightning port, whereas some of apples laptops come equipped with a usb-c port. Search images for both and you will see the differences between the two.
