I noticed the new 7th gen iPad is listed as being compatible. Will this charge the 7th gen at only 12W? Or will it fast-charge at the full 18W?

No, iPad 7 does not support 18 W speed, only 12W. What is a shame!

Yes, but unlike Nithin G said, the adapter will output ~14W not 12W. I measured it.
