Can an Apple Thunderbolt Display with a TB 2 to TB 3 adapter and a Display Port monitor be used at the same time?

Depends what you're running it through. I have an iMac that I use with a thunderbolt display (tb2) directly connected and connect the belkin to my iMac's other TB port. I can still use the display port connection. I use it to connect a smart TV. Will depend on a few variables however, but works fine with no issues.
