I have an Apple World Travel Adapter Kit that I use with my iPad 2.
Can I connect my iPad Mini to ithe Travel Adapter Kit using the lightning to USB cable that I also use for charging?

Yes. I use this Travel Adapter to charge my iPhone5 with the Lightning USB connector cable, have had no problems at all.
