You can now with iPadOS 13–the early betas did not support drives formatted in APFS, but that is bei You can now with iPadOS 13–the early betas did not support drives formatted in APFS, but that is being enabled in the final release. In the interim, you can attach just about any USB-C capable external storage to the iPad Pro running iPadOS 13 that is reformatted in exFAT, FAT32 or HSF+, and it will appear as external storage in the Files app.
