Does the new iPad Mini with SIM slot work with French wifi carriers like

When I'm in France, I pop my SIM card into my old iPhone 4. This gives me access to hundreds of thousands of wifi routers all over the country for only 2 Euros per month, in addition to the 120 minutes of calling. (I do not have any data plan.) Another French carrier has a similar deal. It is so cheap that even for an iPad without a phone, it would be worth it for the added wifi access. The connection is called an EAP-SIM protocol.

I am wondering if the new iPad Mini will support this. Anyone with an old iPad they've used in France could answer, too. It seems unlikely that the new iPad would downgrade this feature.
