The description for the thunderbolt 27" display refers to both LED and LCD. Which is it and which is better?

Actually it's both LED & LCD. The LCD portion is the display, and it is illuminated by LEDs behind the LCD.
Less advanced, typically older displays used florescent tubes to illuminate LCD screens. More modern displays use LEDs. LEDs typically are brighter, use less power, last longer, have better color, and are "instant on" as compared to florescent illuminated displays.
