want to get el capitan, what is the latest version i can purchase if i currently have OSX 10.5.8

It depends on your Mac model. Firstly find out your model and see if it's compatible
Then you'll have to upgrade from 10.5.8 which is Leopard to 10.6.8 which is snow leopard and then you'll have the Mac App Store. From there you can go into the App Store and download the El Capitan installer and then install El Capitan to your computer

Does your Mac meet the requirements for El Capitan?
If it does meet the requirements, then install Snow Leopard (OS 10.6) on your Mac and do system update to bring it up to OS 10.6.8.
The "App Store" app is automatically present when Mac updated to OS 10.6.8. With the App Store app, download and install El Capitan.
If you are not sure whether your Mac meets requirements, ask your question again but this time also include your Mac's "Model Identifier". It is found by going to the Apple Menu --> About This Mac --> More Info --> System Report. Select "Hardware" at top of left pane. "Model Identifier" will be listed in the right pane.
