With this work with a iMac in target display mode?
With this work with a mid 2011 27" iMac in target display mode (which does support this function) in addition with a Thunderbolt to Thunderbolt cable? It should act like a Thunderbolt Display.

Yes, it worked in target display mode for my 2012 iMac with the addition of the Thunderbolt to Thunderbolt cable.

Yes, this option is described in the Apple Support document HT204592 "Use your iMac as a display with Target Display Mode" for Macs that have Thunderbolt 3 ports that want to use an iMac as a display. It will work with iMac models between Mid 2011 and Mid 2014 (but not Retina 5K, 27-inch, Late 2014). Thunderbolt target display mode is not the same as a Thunderbolt display - the source computer requires Thunderbolt and a Thunderbolt target display mode driver that comes only with macOS. A real Thunderbolt display can work with any kind of computer with a Thunderbolt port. For iMac 27-inch, Late 2009 and Mid 2010, use a DisplayPort cable. The source of the DisplayPort signal can be any kind of computer with a DisplayPort output (including USB-C with DisplayPort alt mode).
