all circuits should be able to daw up to the maximum of the the power supply uni yes it would work
all circuits should be able to daw up to the maximum of the the power supply unit, however due to resistance within any circuit it should draw what it only needs.
the cable provided by apple should also have a regulator as well

Yes. This adapter has 3 variable voltages. 5v (which is what the AirPods pro use as well as iPhone), Yes. It will automatically select the correct voltage and take as much current as it requires.
